Rules for Appointment of Professors at the Faculty of Economics, Matej Bel University in Banská Bystrica

The rules for appointnemnt of Professors are based on:

  1. Decree No. 246/2019 of the Ministry of Education, Science, Research and Sport of the Slovak Republic stipulating the procedure of appointment as a Professor or a Docent
  2. Matej Bel University Directive No. 1/2022 stipulating the procedure of appointment as a Professor or a Docent at Matej Bel University in Banská Bystrica.

APPLICANT'S PROCEDURE BEFORE SUBMITTING THE APPLIATION ITSELF 

1. ASSESSMENT OF THE APPLICANT'S MATERIALS

Each candidate for the inauguration procedure submits a request for the assessment of the materials for the inauguration procedure to the vice-dean for scientific research at least 30 days before the meeting of the Scientific Board of the Faculty of Economics MBU. The application includes annexes (more detailed characteristics of the annexes can be found in point 3. Submission of the application):

  1. Professional CV
  2. Research/art/teacher profile of a person
  3. An overview of pedagogical activities ... confirmed by the dean  
  4. A list of original published scientific, ... confirmed by the university library
  5. An overview of proven citations ... confirmed by the university library
  6. An overview of research tasks and projects
    + Relevant proof of participation in the project
  7. A list of works for practice, patents, copyright certificates, inventions and technical works
  8. A list of other proven responses to scientific, professional and artistic activities that do not belong to Annexes g/, h/, i/, j/
  9. A quantitative overview of fulfilled inauguration criteria approved by the MBU Scientific Board
  10. A proposal of three topics of the professorship lecture o2) Written information about A category publications

2. OBLIGATIONS OF EXTERNAL CANDIDATES BEFORE SUBMITTING an application for assessment:

An external candidate from another university in the Slovak Republic or abroad submits in addition to the above-mentioned annexes:

  • A certified copy of the certificate of University education of the Master degree;
  • A certified copy of the certificate of tertiary education (obtaining the academic title of PhD.,/CSc. Or the academic-scientific title of Dr. according to previous regulation);
    • in the case of candidate from abroad, with the exception of the Czech Republic, also a certified official translation of the diploma;
    • in the case of a certificate of education issued by a foreign university, also a certified translation of this document and a decision on the recognition of the document for academic purposes issued pursuant to § 33 and § 39 of Act no. 422/2015 Coll. on the Recognition of Evidence of Education and on the Recognition of Professional Qualifications and on Amendments to Certain Acts, as amended
  • A certified copy of the decree awarding the applicant the title of associate professor and Decision on the recognition of professional qualifications pursuant to Act no. 422/2015 Coll. Applicants from abroad will submit a certified copy of the document on the recognition of the title of associate professor and the Decision on the recognition of professional qualifications according to Act no. 422/2015 Coll. on the Recognition of Evidence of Education and on the Recognition of Professional Qualifications and on Amendments to Certain Acts, as amended.
    • Authorization to use in the Slovak Republic a foreign degree which has been granted in accordance with the national law of the country from which the title is obtained, in the language of that state, can be obtained under applicable regulations only on the basis of a decision on recognition purposes of the exercise of a regulated profession in the Slovak Republic according to a special regulation - § 56 of Act no. 422/2015 Coll. on the Recognition of Evidence of Education and on the Recognition of Professional Qualifications and on Amendments to Certain Acts, as amended, if the applicant for recognition has fulfilled the conditions for the exercise of a regulated profession in the Slovak Republic.
    • Such a decision is issued by the Ministry of Education, Science, Research and Sports of the Slovak Republic - Center for the Recognition of Evidence of Education.
  • External candidates have to register the responses and citations in the database of publishing activities and responses of the relevant university library, the candidate from abroad in the Matej Bel University Library (letter g /, h /, Article 1 of the UMB Directive 1/2022) and follow the instructions for bibliographic registration of the publication activities and responses (Annex 2 to Directive 1/2022).

The person responsible for the relevant board of the inauguration procedure will notify the vicedean for scientific research that the applicant comply all the required criteria and agrees that the applicant submits an application for the assessment of materials.

The candidate will deliver printed materials, signed by the responsible persons for the content of the given appendix (dean, head of department, HR officer, director of the university library, candidate, etc.). In word / PDF, the material will be delivered to the department for scientific research and DrŠ

After delivery of these materials, the vice-dean for scientific research activities: 

  • assigns the candidate's materials for assessment to the guarantor and co-guarantor of the study department in which the candidate is applying for the inauguration procedure;
  • on the basis of their favorable opinion, forward the materials to the EF UMB Science Commission; - The Science Commission will decide whether the candidate meets or does not meet the criteria. Assess the documentation and proposal for the composition of the commission and opponents and 3 topics of the professorship lecture, which is submitted by the guarantor of the HIK department;  - the candidate will be informed of the outcome of the Science Commission.

On completion of these things – submitting the decision of the Centre for Recognition of

Diplomas on recognizing the candidate’s PhD diploma, registering his/her citations in the university library database, and submitting the decision of Science and Research Commission that the candidate has fulfilled the criteria – the candidate can apply for granting a “Professor” title and thus start the inauguration. 

3. SUBMISSION OF AN APPLICATION FOR AN INAUGURATION PROCEDURE

The candidate for the inaguration procedure, on the recommendation of the Science Commission, submits the application for the inaguration procedure together with the required annexes within the meaning of Article 6, of the UMB Directive no. 1/2022 to the chairman of the scientific council (dean) of the faculty. In the application, the candidate will state the department in which the professor is applying for the title. The application is submitted through the faculty's filing office, which will indicate the date of submission. The application is sent in both printed and electronic form. 

The documentation according to points b) to p), with the exception of the original documents and names, is submitted in paper and electronic form and must be in Slovak or Czech language. The candidate submits the documentation for the department for scientific research activities of the Faculty of Economics in one unbound original and three bound copies, as well as in an electronic version in Word and PDF format. 

An external candidate from another university submits, in addition to the appendices, an official application of their supervisor (Dean or Rector) for inauguration of the candidate at the Faculty of Economics of MBU addressed to Dean of the Faculty

Together with application, the following documents are required:

Three copies of selected published works with which the inauguration procedure is being submitted

  1. Curriculum vitae

  3. Certified copies of documents on:
    • University education of the Master degree;
    • University education of the third degree (obtaining the academic title of PhD./CSc. or the academic-scientific title of Dr. according to previous regulations); in the case of candidates from abroad, with the exception of the Czech Republic, also a certified official translation of the diploma;
    • in the case of a certificate of education issued by a foreign university, also a certified translation of this document and a decision on the recognition of the document for academic purposes issued pursuant to § 33 and § 39 of Act no. 422/2015 Coll. on the recognition of documents on education and on the recognition of professional qualifications and on the amendment of certain laws as amended;
    • obtaining the scientific degree of DrSc. (if this is the case);
    • obtaining an academic degree in rigorous proceedings (if this is the case).
  4. Certified copy of „Docent“ certificate
    Candidates from abroad will submit a certified copy of the document on the recognition of the title of associate professor and the Decision on the recognition of professional qualifications according to Act no. 422/2015 Coll. on the Recognition of Evidence of Education and on the Recognition of Professional Qualifications and on Amendments to Certain Acts, as amended.

  7. An overview of the candidate’s teaching activities at university and the results achieved in this area (signed by the dean of the faculty in case the candidate is not employed by Matej Bel University) in the following structure:
    • overview of provided profile study subjects according to study programs (name of profile subject, study program, degree, field of study);
    • an overview of the responsibility for the implementation, development and quality assurance of the study program or its part at the university (name of the study program, degree, field of study);
    • overview of provided other study subjects according to study programs (subject name, study program, degree, field of study);
    • overview of supervised final theses (number of currently supervised bachelor's, master's and dissertation theses, number of defended bachelor's, master's and dissertation theses);
    • a list of supervised doctoral students with the name, surname, study program, field of study and dissertation topic, as well as a list of doctoral students who have completed their studies, with the name, surname, study program, field of study, dissertation topic and completion date; - membership in trade union committees of doctoral studies (department, faculty);  - membership in commissions for dissertation defenses (department, number, faculty).
    • membership in habilitation commissions (department, number, faculty).
  8. A list of original scientific and field specific publications, works of art, books and study texts (including ORCID identifier).
    In the case of co-authorship, the tenderers' share must be clearly indicated as a percentage. This list will be prepared by an extract from the database of publishing activities and responses of the University Library of the MBU and will be verified by its responsible employee stating the date of compilation of the extract. The list is prepared no later than the date of preparation of the application, resp. with a later date in case of suspension of the inauguration procedure. An candidate from another university in the Slovak Republic submits a list of publishing activities, which is an extract from the database of publishing activities of the relevant university, resp. from the Central Register of Records of Publishing Activities (CREPČ), verified by the academic library of the relevant university. Candidates from the external environment (including candidates from abroad) are obliged to register their activities in the database of publishing activities and responses of the MBU in accordance with the methodological instruction of the University Library MBU no. 3/2012.
  9. An overview of proven citations (SCI and outside SCI) of and responses to scientific, professional and artistic works. This overview will be prepared by an extract from the database of publishing activities and responses of the University Library of the MBU and will be verified by its responsible employee stating the date of compilation of the statement. The report is prepared no later than the date of preparation of the application, resp. with a later date in case of suspension of the inauguration procedure. A candidate from another university in the Slovak Republic submits an overview of responses, which is an extract from the database of publishing activities and responses of the relevant university, resp. from the Central Register of Records of Publishing Activities (CREPČ), verified by the academic library of the relevant university. Candidates from the external environment (including candidates from abroad are obliged to register their activities in the database of publishing activities and responses of the MBU in accordance with the methodological guideline of the University Library MBU No. 3/2012.
  10. An overview of research tasks and projects with indication of the stating the time of the solution and the position held by the candidate in the project (responsible solver or-co-solver) in the structure:
    • Projects of international grant agencies (RP, COST, ERC, JRC, EUROCORE, ESF, NSF and other), or other foreign research projects
    • Projects of domestic grant agencies (APVV, VEGA, KEGA)
    • Other projects of basic or applied research
  11. A list of works for practice, patents, copyright certificates, inventions and technical works
  12. A list of other proven responses to scientific, professional and artistic works that do not belong to h), i), j) and k). This list should contain especially important lectures and study and research stays at home and abroad, membership in international organizations and editorial boards of journals, etc.

  14. A proposal of three topics of inauguration lecture with short annotation;
  15. Consent of the person concerned subject to the processing of his / her personal data for the purposes connected with the inauguration procedure (Act No. 18/2018 Coll. on the protection of personal data and on the amendment of certain acts, as amended). The form will be provided by the Department of Research faculty on request)
  16. Other specific documents approved by the Scientific Board of the Faculty of Economics in Banská Bystrica p1) Qualitative assessment of the candidate’s teaching, professional and research activities and the achieved results. (to be written and signed by the candidate’s supervisor), p2) Written information about A category publications (giving details such as H-index, SJR, SJR quartile, etc.).
  17. Documentation according to letter b) to p) and s) with the exception of original documents and titles, together with the application it is submitted in paper and electronic form in Slovak or Czech language in accordance with the internal regulations of the faculty. The candidate submits the documentation for the department for science and research of the relevant faculty in one unbound original and three bound copies, as well as in an electronic version in PDF format.
  18. One copy of the most important published works, especially book publications (monographs, textbooks, etc.), which will be available to the inauguration commission and the faculty's Scientific board until the end of the inauguration procedure.
  19. Proposal of leading foreign experts (name, place of work, address) from at least three different countries outside the Slovak Republic, who will be approached by the UMB Rector with a request for a written opinion on the international recognition of a candidate for the title of professor in the Scientific Board MBU, confirmed in references, that the candidate meets the requirements to serve as a professor in an international context.

4. INITIATION, PROCESS AND TERMINATION OF THE INAUGURATION PROCEDURE 

The inauguration procedure is further governed by Articles 7 to 9 of MBU Directive 1/2022.

The candidate submits the inauguration lecture thesis in electronic form and in one signed original to the faculty's research office at least 1 month before the implementation of the inauguration lecture. Candidate from abroad (with the exception of candidates from the Czech Republic) also submit theses in Slovak

5. FEES

After the meeting of the Scientific Board of the Faculty, which appoints the inauguration commission, opponents and states the topic of the inauguration lecture, the Faculty will invite the candidate who is not employed at UMB to pay a inauguration fee. The fees are set in UMB Directive on the fees for study for each academic year. 

For the academic year 2022/2023, the fees is set by the MBU Directive No. 12/2021 as follows: 

  1. an inauguration procedure in Slovak and Czech language         € 3 600,-
  2. an inauguration procedure in a foreign language                        € 4 650,-

The fee can be only paid as a cashless transfer payment.
